West Berkshire Local Plan Review to 2037:

  • Draft Planning policies to guide development in West Berkshire up to 2037 have been set out in the emerging Local Plan.

  • Regulation 18 Consultation on the emerging Local Plan Review has already been undertaken. This identified the development required to meet local needs, set out the strategy for distributing development within the district, as well as outlining policies for conserving and enhancing the natural and built environment.

  • A revised version of the National Planning Policy Framework (NPPF) was published on 20 July 2021, some of the new requirements contained significant implications on the Local Plan Review. The Council has commissioned the visioning work to support the new requirements, this includes the current visioning work for Newbury and Thatcham.

Newbury Town Centre Masterplan:

  • A study commissioned by West Berkshire District Council into the future use of Newbury Town Centre. The study was partly in response to the Covid-19 pandemic and involved engagement with local businesses, residents and stakeholders.

West Berkshire Visioning Baseline Report and Socio-Economic Report

Two reports have been prepared to support the visioning work so far: 

A Baseline Report that establishes the current baseline and projected aims and objectives for Newbury and Thatcham, assessing the topics of planning, population, housing, employment, retail, transport, community, natural environment and design, which you can download here (report opens in new window).

A Socio-economic Baseline Report which provides an overview of West Berkshire’s social and economic context. This report was updated in May 2022 in response to comments, it now includes a paragraph on housing by tender, to include a reference to the proportion of rented social housing.
