The Vision

Thank you to everyone who has shared their time, insight and aspirations for 2050 with the team so far

 
 
 
 

We used the feedback, existing evidence base and key strategic infrastructure requirements to help develop a vision for growth - beyond the Local Plan timeline which is focussed on growth over the next 15 years. This is in line with the Government’s planning policy requirements, Paragraph 22 below*.

The existing evidence base includes the Housing and Economic Land Availability Assessment (HELAA), the Site Selection Paper and Sustainability Appraisal, all of which will be tested by an Inspector during the Examination in Public for the Local Plan. The existing evidence base can be viewed here.

The work looked at strategic objectives and development principles, looking at the key issues arising from the climate emergency, importance of green space, housing needs, neighbourhoods and social infrastructure.

The vision document will be shared with the public. It sits alongside the Council’s new Local Plan as it undergoes the Examination as part of the evidence base.

*Paragraph 22 of the National Planning Policy Framework (NPPF), states:

Paragraph 22: Strategic policies should look ahead over a minimum 15 year period from adoption 15 , to anticipate and respond to long-term requirements and opportunities, such as those arising from major improvements in infrastructure. Where larger-scale developments such as new settlements or significant extensions to existing villages and towns form part of the strategy for the area, policies should be set within a vision that looks further ahead (at least 30 years), to take into account the likely timescale for delivery 16 .

West Berkshire District Council are working to develop a Vision for the area

 
 

The Vision will address some of the biggest opportunities and challenges facing the district to 2050,

with the aim of creating a shared view on the future for the area. It will set out priorities, ensuring sustainable growth of new jobs and homes, focusing on the towns of Newbury and Thatcham.  

It will support the preparation of the Local Plan Review 2021-2037. Further details can be viewed here.
